How often do we see and hear about crime victims taken by surprise, or worse, taken so unnecessarily? Most minor crimes, and many serious crimes, are a result of carelessness and a lack of simple preventative thinking. Not to discourage an unexpected law abiding citizen, it’s just that far too often we become victims because we have ignored safety options.

It seems that in this day and age of such easily accessible technology, cameras everywhere, and software for just about everything security, we tend to feel more protected, as if the net of safety is automatic for us all. In turn, it creates a belief that we can eliminate the importance of conventional awareness and rest in a more carefree mentality with our safety and preventative duties. We tend to live more liberal with our activities in how relaxed we believe we can be, but that is the furthest from the truth. Everything depends upon how much more we understand and utilize technology and safety methods better than the criminals.

Certainly technology continually evolves, which provides the opportunity for better safety, but equally provides for increased vulnerability . Criminals undoubtedly use the tools of technology in their efforts. If we ignore such opportunities for safety, our perception of how safe we are becomes flawed, and our certainty of safety becomes more limited.  In a world of instant access social media and real time knowledge of events, our privacy diminishes instantly and our lives are more exposed than ever before. Absent intentional tactics to safeguard our life’s activities, anyone can be a key stroke away from knowing our routine, our home, our jobs, our family and our schedules. Today’s latest door locks, alarm systems and monitoring capabilities provide some of the best protections than ever before. However, because of that, people feel so capable of being safe, they become incapable of thinking safe. Having the most advanced options ignored, render those options useless.

So whether you are one to accept and utilize technology or not, the criminals will…No matter the method of safety we choose, there must be an intentional engagement of safety on our part in order to minimize the inevitable and intentional methods of criminals.

In short, we are only as safe as we intentionally choose to be. Stay safe!

Arganda William Bill – California Mileage Tax- A Scary Start

Gov. Brown recently enacted legislation he signed that assigned 5,000 drivers to participate in a pilot program that taxes them based upon the amount of miles driven (the Vehicle Miles Traveled Program). This was created to address the shortfall of funds depleted from the tax revenue already allocated for road repair and construction. This is a creative, yet dangerous, direction to go to fill the budget short fall of nearly $59 Billion dollars. This money was mismanaged and reallocated to other areas other than intended. All the propositions and gas taxes we pay were meant to cover costs of roads, but somehow our elected officials passed laws that enabled them to redirect those funds and now we are being asked to fill the gap yet again.

No matter the political party we affiliate with, our elected officials are doing poorly with our tax dollars, and now they are creatively attempting to get us to once again pick up the tad. If this pilot program continues, it will lend toward justification to make the program law for all California drivers. That means every long distant job you travel to will cost you more, every road trip will be added to the tally and every personal mile you ever take anywhere no longer remains personal. Every mile will be tracked and every mile will be billed.

Aside from the grey area of privacy our state wants to implement, just think of how much it will prevent us from wanting to travel more, spend more or visit others more. Why would we want an intrusive program that only requires more taxes, and greatly hinders more tax revenue spending….thus the vicious cycle of Govt. loosing spending revenue, so as a result, they find more way to tax us for not spending.

Oddly enough, I am sure there is an exemption built into the law for all government/state vehicles. How many of those responsible for this program and budget shortfall have govt. vehicles they drive or are driven around in? Why is it that they are the only ones getting a FREE RIDE?

In a world filled with fears of terror, how we implement public safety is entirely reliant upon how we see and accept logic. To say we prioritize cultural awareness over safety is as foolish as to say the opposite. Meaning, we can’t compromise either, so why do we spend so much time debating each rather than protecting both?

We need not ever profile a person’s culture or origin…..we should ALWAYS profile a person’s behavior.

We spend so much time creating policy and protocol that centers around protecting against discrimination. How much of that direction strengthens or weakens  safety measures? We must implement policies that promote and center around seeking, identifying and acting upon Behavior of a person, not who the person is (barring known intentions).  Profiling is important, it is needed and it is beneficial. How and what we profile makes the difference… if utilizing the word “profiling” is too much for some, then we need to center our policies around another word for profiling, but the actions are still profiling BEHAVIOR! We can call it, “Behavior-Awareness” “Behavior-Recognition” “Behavior-Assessment.” No matter the words used, the most important aspect is how we see what we need to see through behavior and actions!

Bank robbers are caught because they rob or attempt to rob a bank, not because they look a certain way and are found near a bank. What if that bank robber didn’t rob a bank yet, but was arrested for hiding near a bank entrance with a mask, gun and note later found on them? No matter who the person is or what race they are, their behavior is what created the attention and what got them arrested.

Any criminal with the intent to cause death or fear of death will display certain behaviors. Even their attempts to conceal those behaviors will create certain behaviors. We must be allowed to look for and address those behaviors.

We cannot successfully protect everything, but when we accurately identify everything, everything then becomes safer.


William Bill Arganda ; The Politics of Politics

For decades we engaged in a political campaign system of marketing and voting that had a certain pattern and process. Political party vetting, fund raising, behind the scene favors and support, along with the political commercials, debates and direction things always seem to take with the inevitable control (and sometimes abuse) by the only two power parties around. Simply put, there was always a way things were done (right or wrong) when it came to how and who we decide runs for President.

Then social media & reality TV happened…..

When you no longer have a politician running for a politician’s job, the game starts to change. Not because they have more intelligence (not sure who actually has that), but what new they bring to the table….they bring a new interest from a new crowd of voters that were disengaged before. It’s great news that more people get involved, but the bigger question is why are they now getting involved, and how well are they educating themselves on the real issues…aside from the political frenzy, flash and questionable marketing?

Are we gaining voters and people power that will realistically address the issues for this Country’s future, or are we simply gaining more shallow viewers that now vote for very questionable reasons? I guess we can say anyone’s reasons are no one’s business…true, but what becomes everyone’s business is what all this means for everyone’s future.

Why is there a whole new generation or culture of people engaged in politics? Are their motives to better their future, their economy, their social and foreign interests, or are they now so accustomed to reality TV that the most convenient and catchy sounding political promises of “what’s  in it for us” is the chad they punch? Are we still using chads, pregnant or not (Gore-Bush pun)?

There is no political agenda here, and know one person or party this blog will lean towards. What I am saying is that no matter whose running under what umbrella, ask yourself why they are running, and why you are voting. Are we genuinely concerned about real issues that affect us and founded this country, or are we ready for the new growing mold of issues that embark only on self and instant gratification?

One thing we can all seem to agree on is the uproar the current political candidates have caused with the public interest dynamic, the scrambled change to both bases, and the need to find new from something so old and broken. It’s true people politics at its best when the public interest and need forces change….but what kind of change are we causing, demanding and likely producing?

Public interest has always dictated politics, but the problem was the public grew disinterested and the politics grew ever stronger (without oversight from public interest). We now have younger and powerful agendas from a public that has gotten used to a government far different than before. Good or bad, there are much more needs the public have of government than ever before, and we run the risk of allowing that need to influence our political interests and direction(s).

As much as this is a world wide issue, it is equally an individual issue. What we find  we need individually ultimately becomes the people’s needs, and that drives politics….we just need to truly ask ourselves how important are things beyond our own personal interests.

No matter the political views or reasons, the fact is terror is no longer just an issue abroad. Adaptability is a key goal with terrorists, and never has it been more evident that American soil is, and will be, affected more and more. The recent individual shooting sprees are an example of what will most likely be a more frequent occurrence in various parts of our social gatherings….malls, public events with large crowds, government buildings, schools, churches, and many similar locations that will lend towards inflicting mass damage and fear.

We are told often by leaders and professionals not to panic, not to alter our living, and not to let the terror bind our way of life. However, we would be fools not to adapt as much as those that attempt to harm us. No one needs to hide and forever fear, but we do all need to re-frame our thinking and proactively prepare when it comes to how we view threats, as well as how we react to them.

Both terrorist and law enforcement train in repetitive tactics… actions that sharpen skills and abilities in such a way that repetition of simulated activities create near perfect reaction. We will only do (react) how we previously think and train to. If there is no such preparedness, then there will be no such success….we will panic and feed the terror. However, if we rethink and proactively train the brain, then that can, and will, make the world of difference.

Given any location, event and situation, we need to create a “what if” mindset….not one that holds us hostage, but a proactive realistic mindset that not only asks what it if, but also thinks about the reaction to the what if. No one needs to know it, see it, be apart of an in-prompt to created briefing…instead, we need to simply analysis a situation, ask what could happen, and ask yourself in the event that something does happen, what would we do? Such simple altered thinking automatically creates a planned reaction that will subconsciously create a method of logical actions that make the biggest difference.

Just think ahead a bit…where you park, where you walk, where you sit, where you can exit, where you can hide, what can be used as defense mechanisms, etc… These are simple steps that can be taken internally, without anyone knowing. It’s just crucial that we take some steps, any steps that take the place of panic…the panic that terrorists need.

William Bill Arganda- A View on the Workplace, Where did Job Security Go?

Given any industry, the private sector has made many changes over the past decade. Organizations found better savings oversees, bowed out to the online markets, or crushed by the demands of increased tax amounts and new mandated avenues of taxes required. Given any reason mentioned or not, legitimate or not, the corporate world has changed for America, and its workers.

Today’s businesses large enough to employ many have altered its means of survival, and adapted to world wide options that greatly affect our workforce, our tax revenue base, as well as our expectancy of living that a sound job once promised.

Years prior, we would see large layoffs as a result of a bad economy or a related failed financial risk that simply took a corporation down. However, in today’s markets we see the same mass exodus of jobs from organizations that are otherwise stable, sound and maintaining profit. Tenured employees are facing the unexpected challenge of starting over, after spending decades strengthening the very place that now calls on them to empty their desk and leave all their knowledge behind.

Senior employees certainly come with a higher fully burden rate of pay. They have been there long enough to receive top pay scale rates, educated and certifications that justify the highest pay, and the benefits that come with such experience. New employees fresh out of college, or perhaps starting over (from a previous layoff) come in at a newly negotiated lower pay and pay scale that may never reflect that of the previous employee. To add to the new age change, companies are routinely sending jobs oversees to low wage countries. Is there a payoff beyond profit margin with such changes? How well are organizations retaining the knowledge and experience it once relied on to grow?

We now have so much displaced knowledge and ability in entry level positions, or worse, spending more time learning how to write resumes, or spending frivolously on “re-branding” themselves. Through large scale and continues layoffs there is a workforce out there miserably failing the abilities of this job market. So much is displaced, and so many competent experts not doing what they excel in, but instead, doing what they need to survive for a fraction of what they once earned.

Companies needed change to thrive, I get it, they are for profit companies…Far too often such changes come with unforeseen problems that ultimately require additional paid services to offset the void of experienced personnel. Large organizations will spend endlessly on third party services and high pay demand consultancies only to find that need could have been avoided had they either kept the knowledge or created a secondary means to retain that knowledge.

There is only one area of government entities that seem to efficiently utilize experience, while saving money ( something they actually do right)…they creatively retained those employees with vast experience and knowledge through contractual offers separate of full time fully burdened employment. Although a senior employee would prefer to keep their career intact, a preferable alternative to unemployment and classes on resume building, is that of a contractual option of employment. Under such an offer, both the employee and employer benefit from each other in that the know how stays with the company, and that company retains that experience to maintain progress, as well as cultivate new personnel. The employee keeps a realistic rate of pay with the company and in the field they have known for so long. It makes sense, and develops a lot more than company profit.

I dear friend worked decades in the machining & tool industry, spending years developing rapport with clients, gaining vast knowledge in a unique expert field, only to find he and others like him were getting let go so younger lower paying blood can come in. While awaiting his departure, he was asked to train the very same new blood taking his place. He and many others chose to leave, and understandably so. However, we talked and soon developed an idea that got him to suddenly start his own one man shop consultancy that trains new employees in that field. The company that once threw him to the curb happily contracted with his “company” and he made a good profit teaching others what he knew so well. Not to mention competitors were eager to contract his services as well. Both company and former employee benefited and now his services are in demand…there are no resume building classes for him. Companies need to see the benefit in contractual retention worker programs, and let the idea work for them, as it does for the former employee, as well as the process.

So before companies jump ship, they need to look at who they are letting go, what they have to offer, and offer a realistic alternative that aids everyone involved. It’s no longer corporate America as we once knew it, but such innovative thinking yields the very same creativity that once started it.

William Bill Arganda’s view on Upward Organizational Communication

In both private and public sector organizations, well established channels of communication are a must for operational survival. Executives and managers are quick to implement matters through proper channels of downward communication. The direction, policy and tone of an organization is made through certain communication that efficiently relays the information downward, from the top, to line level personnel. Everyone knows what is intended and expected because duties and direction are made through policy,  announcement, training, verbal instruction and example. However it gets communicated, it comes from the top down. This is a standard and efficient means to operate no matter the industry.

Sadly what is not as standard or efficient is the way in which executive and managerial staff receive communications from the bottom up….upward communication. Although there is protocol in how to communicate information to a boss, how accurately and prioritized is that information communicated upward? How well do organizations ensure important information makes it way to the necessary levels upward? Certainly safeguards are needed to avoid unnecessary bombardments of information coming from line personnel, but is that structure of filtering also hindering proper information from making its way where needed best, simply because one becomes the bad guy or gal when the boss is told something negative they won’t want to hear? Inherently we label the messenger with the bad news, and because of that, our process of communication runs the risk of avoidance.

When we initiate an upward correspondent, the content is usually concerning, negative or can initially seem vulnerable. However, providing the minimally bad news reaches its proper levels immediately, minor adjustments can quickly be implemented, rather than mass change due to a failure of proper communication. No one ever wants to be the bearer of bad tidings. No boss likes hearing bad news, and certainly no one wants to be stuck with that job of messenger.

A real organizational leader (president, CEO, Chief, sheriff, Mayor, etc) will take great strides to implement certain and safe upward communication policy that allows not only for necessary information to channel well, but a policy that expects all levels of supervisors and managers to avoid avoiding, and properly relay information with certainty and positive approaches. Often we can’t help what has happened negatively, but we can definitely communicate the news with a proactive solution attached to the inevitable problem.

Due Process is…

Due process has one meaning, but two means in which both cop and attorney utilize it; one looks at is as the means to lock up criminals, and the other looks at it as the means in which the law was used to lock up those criminals. Police attempt to find out if the bad guys did something illegal, yet lawyers look at it to see if cops were the ones that did something illegal in the process. The only thing about it that changes is perception and approach.

Due Process is a significant component to our justice system in that its dual meanings have a singular goal: To justify the legality, or expose the illegality, of actions, in order to reach legal conclusions.

Having transitioned from nearly two decades of law enforcement to working with attorneys the last five years, I found how different each component sees the role due process represents. No matter the varying views, what is certain is that due process creates an avenue of reliance….reliance of the integrity that creates the structure which conclusions are reached, no matter the findings.

There is no entity of the justice system that can prove any conclusion without addressing the due process that determined that conclusion. We hear often that technicalities were grounds for a dismissal or retrial of a criminal case. Although public opinion often frowns at allowing a convicted criminal relief, it is that very same scrutiny of process that creates the certainty of integrity and proper function. If provided raw balanced scrutiny of process, then the system maintains its ability to rule fairly and efficiently.

However, once we allow any deviations from the due process design, we then alter the ability to rely on a just structure of law. Creative means such as case law often justify actions or changes in required actions, BUT never should we attempt to minimize or exploit the due process intent….that must be thee most important issue at hand when determining actions by both cop and criminal; was due process mirrored to reach proper conclusion?

Our system of laws are meant to protect, not manipulate…when we start stopping that belief, we stop protecting that constitutionally guaranteed relief.

Bill Arganda’ Blog: Police Body Cameras-the slippery slope!

In light of the evident diminishing public opinion and trust for law enforcement, we have seen an overwhelming call for more accountability, transparency and scrutinization of all police conduct and actions. Over and over, the media provides a platform for those demanding this change, most recently, the trending call for mandatory body cameras for police. Ironically enough, this call for justice, I believe, was intended to protect the public from police overreaching their authority. However, considering the negative growing view against police, perhaps the cameras will serve a greater (or equal) purpose protecting the police from unnecessary allegations of misconduct.

Ideally, body cameras appear to be a sound means to discover and define facts of events; in theory, it does just that, but how efficient or limiting is this approach? One camera is one view, one angle and one limited view of facts that may not always define the whole story. We know that legally speaking there are countless variables that come into play when determining mind set, intent, fear and perceived necessity…these are some of the important elements that must be present to both justify police action, as well as proving criminal action.

Although we get a definitive view of events caught on camera, did we get the entire view of what truly occurred? How comparable, different, better or worse is footage from one camera angle compared to that of a witness statement? An assumed response would be that camera footage is factual, compared to that of a person’s perception of what they believed happened and how they processed the event. Sounds logical to say and believe, but how accurate is that without understanding the limited scope one camera angle reveals, or better yet, doesn’t entirely reveal.

Depending upon the camera system police use and or the policy and protocol they implement, cameras sometimes aren’t activated until an officer exits his or her vehicle, or, only after the officer remembers to activate the camera. Even in the event the camera catches an event from start to finish, how much of the event did it really capture?

One camera angle captures one limited view, and scope, of an event, yet those that view that footage base a total conclusion and judgment of the entire event on that limited information….why? Because logically (perhaps naively) we perceive camera footage as sound fact; there’s that old adage “the camera doesn’t lie.” It really doesn’t lie, but are we lying to ourselves by believing limited footage tells the totality of events? We allow that one aspect of one angle to create the total story, and that’s where we subjectively error, because we dangerously fill In the rest of the footage with what we believe occurred thereafter. Due to the amount of trust we put into limited information, we assume and perceive that that small scope of a story tells the whole story, and that mistake is what limits the usefulness of something we tend to rely on too much.

There is a slippery slope with camera footage which greatly compromises the personal accounts of what took place, as well as the due process (for both cop and criminal) that these cameras are meant to protect.

Cameras are nothing more than digital witness statements, with the same bias. A witness sees what they believe happened due to the limited information they process…this is why ten witnesses to the same event will always provide varying accounts; the only consistent facts of their accounts are their personal varying biases. A camera with a limited view has the same bias because of the minimal information it captures and provides the viewer, yet it is accepted as indisputable fact. Those facts are accurate, but extremely limited and unable to tell the whole story. Camera footage is as accurate as it is limited!

No cop or criminal should ever be vilified because of one camera angle that may or may not reasonably compare with the officer’s, or criminals, version of what took place as they experienced it. Decisions should be made based on the totality of events that coincide with the limited footage, as well as many other components that then create the most accurate account of what took place. Our due process system is all about providing as much evidence as possible, AND allowing as much scrutiny of the evidence to best prove the truth.

Bill William Arganda’s View:

In light of various “home grown” violent acts throughout our communities, it is critical we not only adhere to emergency personnel safety guidelines, but also create a mental, and actual, means of personal/family protocol that not only physically prepares for unspeakable acts, but also discusses and addresses the fear and needed steps to minimize damage and negative exposure when these things happen.

Fear dominates when we are met with something that is unfamiliar and unexpected. Unfortunately things will inevitably happen in public places, but the way in which you familiarize yourself (and family) with abilities to protect and avoid such incidences, the quicker and more certain we will better respond and stay safe. Of course schools, work facilities and other related targets have (or should have) protocols and training that help address violent situations, but even in such arenas, the immediate response and resources will be minimal and your knowledge and mindset matter greatly!

We respond how we prepare…. even mental scenarios of what ifs eliminate that delay, minimize that fear, and maximize your chances of success through clear minded thought and action.

Preparing is not just for the professionals, but easily available to you and your family.
